Rebuilding the wall
Nehemiah 6:1: Now it came to pass, when it was reported to Sanballat and Tobiah, and to Geshem the Arabian, and unto the rest of our enemies, that I had builded the wall, and that there was no breach left therein (though even unto that time I had not set up the doors in the gates),
By this time in the journey of Nehemiah, the walls of Jerusalem had been built, a major aspect of making Jerusalem a fenced city has been taken care of (different people taking care of different part of the walls).
Note that this is a process of restoration, subsequent to efforts made for the rebuilding of the temple.
The temple has to do with restoration of relationship with God, while the building of the fence has to do with delineation of divine inheritance, restoration of possession.
